I think the Raiders with the # 1 pick should take C.J. He is a great Athelete, and a good character guy (something that the Raiders need). Plus he makes the rest of the offense around him better, look at Reggie Ball.
With the 33rd pick, I think they should take Trent Edwards(he is at the same level with brady Quinn with a little less "pro-type" experience." Let him sit for half the year, or the entire year. Try to Sign a Free Agent QB, though it is a slim market.
With the 65th pick, take Doug Free, good OL, decent foot speed for an OL, good size, and fits a need on the OL that Oakland has.

As for the Bears.
With our First pick (#31) Go for Justin Harrell. With Tank getting in trouble and possible suspensions in the year, Harrell would be not only a great plug-in, but in time, maybe even an upgrade. Also, a good injury back up.
With our second pick (#37) take Ryan Kalil. a great OL, the best in the draft after Staley, and Thomas if you ask me. Very versatile, quick, Plays with great strength, and comes from a Great program. With an Aging OL, Kalil could be a young dose of talent to add depth as a very able backup almost anywhere on the OL, Or as a starter in a year or two.
After that, add depth where the best talent is, though i would like to see David Irons drafted. After watching that interview on yahoo, i watched the film they had, and some that i managed to find other places and was impressed, and he could be a great mid-late round pick.
